Congress can't pass a budget for one simple reason.
Once they do pass a budget, the 50 states will realize how much federal money they aren't getting.
And that can't happen until after the elections.
If the truth were known about a democratically controlled congress,
not only would there be an exchange of power, but there would likely be many convictions following.

This is the only reason those criminals in congress won't pass a budget!
